Two Racine residents are facing charges of human trafficking. 38-year-old Patricia Oliver appeared in court Wednesday afternoon while 47-year-old Tyrone Smith made his first court appearance late last year. According to the criminal complaint, a girl came to Racine to live with a friend after breaking up with a boyfriend. She was introduced to Smith and started living with him in July a series of motels. The girl said Smith and Oliver forced her to have sex on a near daily basis and beat her for the next several months. The victim said she was able to break free while visiting a plasma center and getting a ride to a Milwaukee hospital where she received treatment and wound up talking to police. Both Oliver and Smith are in jail awaiting trial.

The proposal--involving a former factory site on 14th Ave.--first surfaced two years ago. But the design has changed since then. And now the developer--Impact Seven--is back. The complex would feature a mix of affordable and market-rate units.

A proposal to resurrect the dormant Kenosha County Racial andEthnic Equity Commission was to have been discussed Thursday evening by a county board committee. However, the meeting of the Executive Committee has been canceled due to potential quorum problems. It has not yet been rescheduled. Late last year, County Executive Samantha Kerkman recommended that the commission be disbanded after some people questioned its usefulness. No meetings have been held since then.
