Michael Bell has filed a petition---Tuesday---with the Kenosha Circuit Court asking for a John Doe investigation into the fatal shooting of his son, also named Michael, by Kenosha police in 2004. He has also requested a special prosecutor be appointed in order to avoid a conflict of interest---or---the appearance of one. His petition will be reviewed by Chief Judge Jason Rosell---probably some time next week. Kenosha County District Attorney Mike Gravely said earlier this year---that---based on law---appointing a special prosecutor in this case would be unwarranted. He said there was no reason to re-open the case had been reviewed at least 6 times by people with authority and expertise---and---they reached the same conclusion three times. In 2004---the shooting was ruled justified---but---the city did come to an out-of-court $1-3/4 million-dollar settlement of a federal civil rights suit with the Bell family.
