Challenges of Ending Racine Standoff Detailed in Complaint

(WGTD)----A criminal complaint details the high volatility of a standoff in Racine Wednesday that forced police to shutdown a north side neighborhood for seven hours.

27-year-old Trevor Ottum of Kenosha was eventually taken into custody without injury to either himself or others. The convicted felon was charged Friday with 18 new counts, including endangering safety and possession of a firearm by a felon. 

Police were called to a home in the 1700 blk. of Spring Place around noon Wednesday by a woman who said her ex-boyfriend was breaking into her house, based on what she saw via security camera video. 

Ottum refused officers' commands to exit. As police were setting up a perimeter, a couple of shots were fired out of a back window, forcing officers to retreat and shut down the area for pedestrian safety. 

As time wore on, officers learned that the woman had argued recently with Ottum over his drug use, and that he had made statements about wanting to be shot by police.  

In contact with crisis negotiators, Ottum, according to the complaint, alternated between sounding calm and yelling and making threats.

At one point, Ottium threatened to blow up the house. That triggered a wider evacuation.

The stand-off ended after officers fired gas into the house and Ottum came out and surrendered.

Afterward, investigators discovered that Ottum had virtually destroyed the place during the standoff.
