The Kenosha City Council has again deferred final payment for the reconstruction of the Washington Park Velodrome until the cause of the cracks in the concrete surface is determined, and how they can be fixed. Carl Wilkins, who has been involved with the Velodrome for nearly 40 years, urged the council to hold up the payment and to get repairs started as soon as possible---regardless of who is to blame.
Mayor John Antaramian asked aldermen to defer any action until the administration determines the best course of action. The council voted unanimously to withhold the final payment of $670,000 to Rasch Construction. Aldermen also supported transferring $20,000 from the contingency fund to the claims budget to pay for sonar testing of the track surface.
